NZ Clean Car Standard
The Clean Car Standard is a government target that regulates importers to reduce CO2 emissions of vehicles entering New Zealand to particular standards and targets.
From December 1 onwards, all imported vehicles will have be allocated to a CO2 account as part of entry certification and registration. Vehicles with low or Zero CO2 emissions as per the standards set will get a rebate. Vehicles with high CO2 emissions as per standards will incur a charge.

Pay as You Go
The default scheme best for retailers and individual buyers.
Rates are lower than the Fleet Average scheme.
Fleet Average Scheme
Businesses who import large volumes of vehicles and would like to manage their debits and credits on an annual basis.
The rates per CO2 grams for Fleet Average are higher than for Pay as You Go as the importer has the opportunity over 12 months to offset debit and credit vehicles compared to importers using Pay as You Go.

Dates to Remember
Important dates to remembers for NZ Clean Car Standard
December 2022
- Imported light vehicles will be visible in the CCS system, with a CO2 account showing CO2 emissions value.
- An account number needs to be entered against every vehicle to pass compliance (entry certification).
- Vehicles will be automatically accepted in the system so importers can test the process for viewing vehicles as they are certified. This will also allow importers to monitor vehicles not certified before 1 January 2023.
- Excluded vehicles will show a null CO2 emission value.
January 2023
- For Pay as You Go, once a vehicle is accepted, the $ value charge for vehicles with a CO2 emission value above the weight adjusted target will be calculated. Vehicles below the weight adjusted target will have their credit added to the importer's CO2 balance.
- Importers will have the option to use any available CO2 credits to offset charges when they are due.
- For importers on Fleet Average, once a vehicle is accepted, you can track overall performance against target during the year.
- There will be processes in place to reject vehicles, correct values and locate vehicles in the system that are not showing in an account. The Waka Kotahi CCS team supporting the system will manage issues or make corrections as needed.
June 2023
- Rebates incurred can be transferred to another account.
